The second section of Montenegro’s highway, from Mateševo to Andrijevica, spanning 21 kilometers, is entering the final preparation phase. Transport Minister Maja Vukićević emphasized that the tender was open to all, with the priority to select the most favorable and highest quality contractor under the full supervision of the European Bank for Reconstruction and Development (EBRD).
Preliminary works could start in the second half of the year, with financing nearly secured through EU grants and favorable loans. The project is expected to take around five years and cost approximately €550 million. Ten companies have applied for the contract, although only one is from Europe.
Expropriation is 80% complete along the route to Trešnjevik, and an environmental impact public consultation is ongoing, including in affected municipalities Kolašin and Andrijevica.
Other infrastructure projects in 2024 include the Jaz-Tivat boulevard and the Budva bypass. Construction on the Jaz-Tivat section started despite issues with permits but is expected to finish by January 2026. The Budva bypass tender will be announced after the budget revision, with construction hoped to begin in 2026.
Regarding airport concessions, two companies have applied, with a decision expected by June 9. The state plans to retain some control through a specialized body overseeing contract compliance and guarantees job security for workers for at least five years. The minister is open to parliamentary debate on this matter.
