Montenegro has become a significant hub for Turkish business operations, with over 12,900 Turkish companies currently registered in the country. This substantial figure accounts for approximately 25% of all foreign-owned enterprises in Montenegro, establishing Türkiye as the largest foreign investor in the Montenegrin economy.
According to official data, Turkish direct investments in Montenegro reached around €417 million from 2020 to August 2025, representing about 8% of total foreign direct investment inflows during this timeframe. These investments cover a wide array of sectors, indicating a diversified strategy that emphasizes long-term engagement rather than reliance on single projects.
Investments from Turkish entities have been allocated across various sectors, including real estate, equity participation, banking, trade, and intercompany financing. Notably, real estate investments surpassed €35 million, while intercompany loans and corporate financing amounted to roughly €52 million. Additionally, Turkish investors maintain equity stakes in several Montenegrin companies and financial institutions, underscoring their involvement in both productive and financial aspects of the economy.
The trade relationship between Montenegro and Türkiye is also on an upward trajectory. Currently, annual bilateral trade is approximately €200 million, with business associations from both nations aiming to elevate this figure to €500 million annually. This ambitious target reflects aspirations for deeper collaboration across sectors such as construction, tourism, manufacturing, logistics, and services, bolstered by enhanced business networks and connectivity improvements.
Institutional cooperation has been crucial in facilitating these investment flows. Business chambers and bilateral trade organizations have strengthened their collaboration through formal agreements and joint forums. These efforts assist Turkish companies in navigating the regulatory landscape in Montenegro while promoting the country as an attractive investment destination within Türkiye.
The extensive presence of Turkish corporations signifies a broader transformation in Montenegro’s foreign investment landscape. With thousands of operational companies, consistent capital inflows, and growing trade objectives, Türkiye has established itself as a key economic partner for Montenegro. This influence extends beyond mere investment figures to encompass employment opportunities, services development, and long-term economic integration.
