In the Kotor neighborhood of Kavač, a residential and tourist complex called Royal Town Kotor will be built, with the investment now moving closer to realization after the investor received approval from the Environmental Protection Agency. The complex will include a hotel with a heated pool and five residential buildings.
The project is backed by API Kotor, which also plans to construct the Royal Collection Hotel in Kumbor, as reported by eKapija.
The Environmental Protection Agency has issued a decision granting approval for the Environmental Impact Assessment (EIA) report. The report confirmed that the project complies with the Environmental Impact Assessment Law and includes measures to prevent, reduce, or eliminate harmful environmental effects.
The decision outlines that the investor must follow the environmental protection measures outlined in the EIA during construction, operation, and in case of accidents, as well as implement a monitoring program to assess the project’s impact on the environment. The Ministry of Spatial Planning, Urbanism, and State Property previously issued urban-technical conditions and approved the conceptual design developed by the Podgorica-based studio, Grad.
The complex will consist of five residential buildings (A, B, C, D, and E), while building F will be a tourist apartment block with an open pool and business space for recreational facilities.
All buildings will have three floors, with three buildings—A, C, and F—also featuring underground parking. The residential buildings will offer various types of units, all with terraces and views toward the south, southeast, or southwest. Some apartments in the hotel will have views of the bay. Buildings A and C will have rooftop gardens for the apartments on the second floor.
Building A will have 10 apartments, including one one-bedroom, six one-and-a-half-bedroom, two two-bedroom, and one two-and-a-half-bedroom. Building B will have 12 apartments, including nine one-and-a-half-bedroom and three two-bedroom units. Building C will feature eight apartments, six one-and-a-half-bedroom and one one-bedroom, while Building D will have nine studio apartments. The largest number of units will be in Building E, with 18 apartments, including 15 studios and three one-bedroom units.
The tourist-apartment block will include 36 studio apartments, with a pool planned in front of the hotel.
Construction of the complex is expected to take 36 months, with the opening scheduled for 2027. The hotel in Kumbor is expected to open in 2026.
The investor is currently in negotiations with several renowned international brands for the hotels.
