In Podgorica, 14,185 applications have been submitted for the legalization of unauthorized buildings, with 670 approved so far, according to Montenegro’s Ministry of Spatial Planning, Urbanism, and State Property.
Nationally, since the start of the legalization process in 2018, Montenegro has received 62,495 applications and legalized 3,589 structures.
Regarding urbanization fees for illegal buildings, a total of €12.2 million has been calculated, with €10.97 million collected. Podgorica accounts for the highest revenue, totaling €4.05 million.
Fees are determined per square meter of net building area and open space, varying by city zone. In Podgorica, the highest fee applies in Zone 1 at €141.50/m², while the lowest fee is in Zone 6, where no urbanization charges apply. Other zones range from €48.81 to €97.63/m².
Local municipalities set the fees with government approval, based on certified surveys by licensed geodetic organizations.
