The Montenegrin Parliament is expected to reconsider on May 29 the proposed law ratifying the Agreement on Cooperation in Tourism and Real Estate Development between the governments of Montenegro and the United Arab Emirates (UAE).
On April 23, the Parliament urgently adopted laws confirming agreements on economic cooperation and cooperation in tourism and real estate development with the UAE. These agreements were signed by Prime Minister Milojko Spajić on March 28 with UAE officials and required parliamentary approval to come into effect.
Montenegrin President Jakov Milatović signed the law ratifying the Economic Cooperation Agreement at the end of April but returned the law on cooperation in tourism and real estate development to Parliament for reconsideration.
The main objections concern deviations from constitutional provisions related to ensuring free competition and equal market conditions. Additionally, concerns were raised about the suspension of Montenegrin legislation on public procurement, public tenders, and state property, with further provisions that other Montenegrin laws may be subject to changes to implement the Agreement.
