An extraordinary session of the Assembly, which includes the Proposal for the Budget Law for this year, has not yet started due to the opposition blocking the speaker’s podium. The opposition has reiterated that they will not lift the blockade. Assembly President Andrija Mandić issued a warning to opposition MPs, stating that today’s session is adjourned.
The opposition remained in the hall even after Mandić suspended the session, according to a reporter from the RTCG Portal.
Prime Minister Milojko Spajić called on the opposition to return to their seats, offering the possibility for courts to be involved in resolving the issue.
The Parliamentary Committee for Economy, Finance, and Budget gave the green light to the most important economic act, as well as the Proposal for the Decision on Borrowing for Montenegro.
The Committee continued the discussion on the budget that began in December. Meanwhile, Montenegro entered the new year with temporary financing, as the Assembly session to discuss the budget at the end of the year was not held because the opposition blocked it due to a constitutional crisis.
Finance Minister Novica Vuković stated yesterday at the Committee meeting that he firmly believes there is no option for the Budget Law and the borrowing decision not to be adopted at tomorrow’s session.
According to the Budget and Fiscal Responsibility Law, if the budget is not adopted by December 31, the Ministry of Finance is required to grant consumer units up to one-twelfth of the actual expenditures from the previous fiscal year on a monthly basis.
