The resulting compliance market is developing before Montenegro becomes an EU member and spans a wide range of industries and business functions. Food companies need systems covering traceability and hygiene, while manufacturers must address product conformity and technical documentation. Financial institutions face requirements involving governance, reporting and cybersecurity.
Employers must adapt to labour and data-protection requirements, while public procurement is becoming more formalised. Environmental regulation requires companies to undertake measurement, obtain permits and track waste. EU-related requirements can also reach companies that do not export directly. Larger customers may impose European-style supplier standards on smaller domestic businesses as part of their own compliance requirements. Demand for compliance services can continue after EU membership. Companies will still have to comply with changing rules, undergo repeated audits and maintain the systems established to meet European standards. Accession-related services can therefore develop beyond individual consultancy assignments into continuing business relationships, as organisations need ongoing support to demonstrate compliance with European requirements.
