In a rapidly changing labor market driven by digital transformation, digital skills have become a necessity rather than an advantage. Montenegro’s Employment Service (ZZZCG) is intensifying efforts to develop citizens’ digital competencies to reduce unemployment and increase workforce competitiveness, stated director David Perčobić.
Unemployment hit a historic low of 9.91% in April 2025, with over 6,000 fewer unemployed than the previous year. However, a major challenge remains as most employers struggle to find candidates with adequate digital skills, while only a quarter of citizens are fully digitally literate.
ZZZCG has launched initiatives under its 2025 Education and Training Program, with a budget of €516,870, including successful informational workshops in Podgorica for unemployed individuals. The training, conducted by General Assembly Montenegro, focuses on developing basic and advanced skills in UX design, software engineering, and essential soft skills for ICT sector entry.
The program aims to include 429 unemployed people in 2025, including 29 youth classified as NEET (not in education, employment, or training) from several municipalities. Licensed education providers will run programs in multiple regions, with details available on the ZZZCG website.
Alongside training, ZZZCG has modernized its information system, enabling digital registration, online modules, electronic signatures, and improved communication with citizens and businesses.
Director Perčobić emphasized that adult education is essential for maintaining competitiveness and adapting to evolving job profiles. The Employment Service calls on educational institutions, employers, international partners, and media to collaborate on improving digital literacy nationwide.
He encourages everyone interested in starting a career in the high-demand ICT sector to follow upcoming workshops and program invitations.
