Montenegro’s Ministry of Ecology, Sustainable Development and Northern Development has rescinded the environmental approval for the 118.8 MW Bijela wind farm, a significant blow to one of the nation’s largest private renewable energy initiatives. This decision reinitiates the permitting process, highlighting ongoing tensions between the country’s ambitions for renewable energy expansion and local community opposition, as well as raising questions about the integrity of environmental permitting systems.
The Bijela project, spearheaded by Dubai-based Alcazar Energy Partners through its local subsidiary Vjetro Park Bijela, had previously received environmental clearance earlier this year. The project encompasses 17 wind turbines, necessary grid infrastructure, and a new 110 kV transmission line located near Šavnik in northern Montenegro. The total investment was projected at approximately €200 million, with Alcazar indicating plans to grow its renewable portfolio in Montenegro to around €500 million by 2030.
This annulment not only introduces uncertainty for the Bijela project but also casts doubt on other large-scale renewable initiatives across Montenegro and the broader Western Balkans region. The situation reflects a growing regional dilemma where energy transition efforts heavily rely on substantial wind and solar investments, yet face challenges from fragile permitting frameworks, land-use conflicts, and environmental governance issues.
The controversy surrounding the Bijela project escalated after local civic group “Save Brezna” accused authorities and the developer of procedural violations related to project modifications, routing of transmission lines, and changes in cadastral scope. Critics contended that the approved environmental studies did not align with the original project details shared during public consultations, including alterations to cadastral parcels and infrastructure layouts.
Community members raised concerns over the transparency of public consultations and the overall handling of environmental reviews. There was also significant criticism regarding the planned scale of grid infrastructure in areas sensitive to both environmental and tourism interests. This dispute has evolved into a politically significant issue, testing Montenegro’s ability to reconcile foreign renewable investments with local acceptance and adherence to procedural standards.
The timing of this setback is crucial for Montenegro’s energy strategy as it seeks to accelerate decarbonization efforts, decrease reliance on electricity imports, and establish itself as a regional hub for renewable energy. Utility-scale wind projects play a vital role in achieving these objectives. Recently, EPCG initiated trial operations at the Gvozd wind project while continuing to promote large-scale solar and battery investments aligned with regional integration and EU energy transition goals.

Developers in the region are encountering prolonged environmental review processes, increased mobilization from NGOs and community groups, judicial challenges, and heightened scrutiny concerning biodiversity impacts, tourism effects, transmission corridors, and land ownership issues.
This concern is particularly acute for projects that involve extensive transmission infrastructure. In the Balkans, grid connectivity is increasingly recognized as a critical barrier to renewable development. Large wind projects now necessitate not just turbine installations but also substations, transmission corridors, balancing infrastructure, and intricate environmental assessments across multiple municipalities and land parcels. This complexity amplifies legal risks and stakeholder engagement challenges.
The Bijela initiative was strategically important for Alcazar Energy’s expansion plans in the Western Balkans. In addition to Montenegro, Alcazar is also pursuing renewable projects in Serbia and North Macedonia, including the 400 MW Štip wind project in North Macedonia and the proposed 200 MW Celzijus 1 wind farm in Serbia.
This setback may affect broader investor sentiment regarding execution risks associated with regional renewable projects. International infrastructure funds and lenders are increasingly evaluating not only resource potential and pricing but also “social license stability,” which reflects how likely projects are to endure legal, environmental, and political challenges throughout their construction and operational phases.
Montenegro now faces a challenging balancing act; it requires renewable investments, grid modernization, and external capital to meet decarbonization targets and long-term EU integration aspirations. However, incidents like Bijela demonstrate that institutional credibility concerning permitting processes and environmental governance could be equally crucial for attracting necessary capital.
The implications for the wider Balkan renewable sector are becoming apparent: future bankability will hinge not just on wind resource quality or power purchase agreement economics but also on demonstrating legally robust environmental procedures, transparent stakeholder engagement practices, and effective infrastructure planning capable of enduring legal scrutiny.
