During the 2023 census organized in Montenegro, a total of 392,909 apartments were recorded, according to data released by the Statistical Office of Montenegro (Monstat).
Of these, 72.72% are used for permanent residence, 4.26% are used solely for business activities, 22.67% are for seasonal use, while 0.35% of the apartments have no data on their usage.
Out of the total number of apartments, 285,734 are for permanent residence, 16,720 are solely for business activities, and 89,083 are for seasonal use. Monstat has no data on 1,372 apartments.
Of the total number of apartments for permanent residence, 75.08%, or 214,530, are inhabited apartments (used only for residence or for both residence and business activities), while 71,204 apartments, or 24.92%, are temporarily uninhabited/vacant (empty apartments), according to the data from Monstat.
Monstat clarified that a temporarily uninhabited/vacant apartment is one that is unoccupied because it is new and not yet inhabited (even though it is allowed for occupancy), or it has been emptied for relocation, renovation, repair, etc. It could also be an apartment that has not been used for an extended period because the owner has moved out or relocated elsewhere, and the apartment was not rented or occasionally used (e.g., for vacation and recreation), or the owner has passed away, and the heirs have not rented or occasionally used the apartment.
Among all the apartments in Montenegro, the highest number is in Podgorica, with 86,886 apartments, or 22.11% of the total, while the least number of apartments is in Gusinje, with 1,897 apartments, or 0.48%.
After Podgorica, the municipalities with the highest number of apartments are Bar, with 41,729 apartments; Budva, with 33,918 apartments; Herceg Novi, with 29,696 apartments; and Nikšić, with 29,275 apartments. At the other end, besides Gusinje, are the municipalities of Šavnik with 2,180 apartments, Plužine with 2,582 apartments, Petnjica with 2,682 apartments, and Andrijevica with 3,329 apartments.
Monstat also reminded that the population, household, and housing census was conducted from December 3 to December 30, 2023, in accordance with the Methodology for preparing and conducting the census. The 2023 census methodology follows international standards for collecting population data.
