Montenegro’s recently unveiled national climate strategy aims for the closure of the Pljevlja coal-fired power plant by 2035, marking a pivotal shift in the country’s energy policy. This plan is central to Montenegro’s long-term decarbonization efforts and aligns with broader European climate goals, encompassing a comprehensive set of reforms aimed at reducing greenhouse gas emissions across various sectors.
Despite notable economic progress since gaining independence in 2006, Montenegro’s energy infrastructure remains heavily reliant on fossil fuels. The coal-fired power generation continues to play a crucial role in ensuring the stability of the national electricity grid. The Pljevlja thermal power plant has historically been vital for domestic electricity production, particularly during periods of low hydropower output and renewable energy generation.
However, this facility is also the largest contributor to greenhouse gas emissions in Montenegro. In 2022, it was responsible for approximately 43 percent of the nation’s total emissions, underscoring its significant environmental impact. The government recognizes that closing the plant is essential for achieving substantial emissions reductions and progressing towards climate neutrality in the future.
The transition outlined in the strategy emphasizes a gradual approach rather than an immediate shutdown. Until sufficient alternative energy sources are established, Pljevlja will continue to serve as a stabilizing force within the national electricity framework. The planned closure by 2035 is expected to coincide with increased investments in renewable energy, particularly solar and wind projects, which are anticipated to gradually take over a larger share of electricity production.
The strategy’s energy transition policies extend beyond just the power sector. The transportation sector, another major emissions source, is set for significant changes through electrification and the introduction of zero-emission vehicles. Aiming for at least 90 percent of road vehicles to be zero-emission by 2050, the strategy also includes plans for complete electrification of Montenegro’s railway system by 2040.
The transition poses considerable economic and social challenges, especially for Pljevlja municipality, where coal mining and power generation are central to the local economy. Thousands of jobs and a significant portion of municipal revenue depend on the coal industry. To address these challenges, the strategy proposes a Just Transition Plan to support affected workers and communities as coal operations phase out.
In addition to energy and transport reforms, land use and forestry are highlighted as vital components in emission reduction efforts. Montenegro’s forests are recognized as key carbon sinks that could help mitigate residual emissions. However, the strategy notes that climate change poses risks to forests’ long-term carbon absorption capabilities due to increasing occurrences of droughts, floods, wildfires, and heat waves.
The overarching narrative of the strategy connects climate action with economic development opportunities. Investments in renewable energy, electrified transport systems, and low-carbon infrastructure are expected to foster new industrial activities while decreasing reliance on imported fossil fuels. In the long run, Montenegro aims to position itself as a clean electricity producer and exporter within the regional energy market as neighboring countries advance their own decarbonization initiatives.
Nonetheless, balancing environmental goals with energy security remains a critical challenge. Until renewable capacity and grid infrastructure can adequately support demand, the Pljevlja plant will continue to be an essential component of Montenegro’s electricity supply. The government’s phased approach envisions a gradual replacement of coal generation with renewables while ensuring system stability and preventing electricity shortages.
The target closure date of 2035 signifies a strategic move towards a post-coal energy framework in Montenegro. Achieving this goal will hinge on accelerating renewable energy deployment, modernizing grid infrastructure, and effectively implementing social transition strategies for regions dependent on coal. Ultimately, this transition is framed not only as an environmental imperative but also as an opportunity for economic modernization and deeper integration with European energy policies. If successfully executed, retiring the Pljevlja coal plant could initiate a transformative shift in Montenegro’s energy landscape and economic development trajectory over the coming decades.
