Montenegro has registered its first crypto-asset service provider, moving the country’s digital-asset regulatory framework from institutional preparation toward practical supervision of a market participant. The Capital Market Commission approved the registration of Artenx d.o.o. Podgorica at its 195th session on July 31, making the company the first entity entered in Montenegro’s Register of Crypto-Asset Service Providers.
The register is maintained by the commission under Article 40a, paragraph 4 of the Law on the Prevention of Money Laundering and Terrorist Financing, placing anti-money-laundering requirements at the centre of the regulatory framework.
First entry in crypto-asset register
Following its registration, Artenx is entitled to provide crypto-asset-related services under Montenegro’s existing regulations. The company must comply with applicable laws and secondary legislation and is subject to supervision by the Capital Market Commission.
The decision represents the first practical application of the country’s formal crypto-asset registration system. Although the register had already been established, no business had previously been entered into it.
Regulatory oversight focuses on market integrity
The commission said the register is intended to contribute to a more regulated and transparent crypto-asset market, increase regulatory certainty and strengthen confidence among market participants. It also linked the framework to efforts to align Montenegro’s domestic rules more closely with contemporary international standards governing digital finance.
Registration and supervisory requirements are particularly relevant to a sector exposed to risks involving money laundering, terrorist financing and insufficient user protection. The commission said its next phase of work would continue to develop the regulatory framework for crypto-assets, with emphasis on user protection, financial-system integrity, anti-money-laundering and counter-terrorist-financing standards.
First supervised participant establishes regulatory precedent
The registration of Artenx establishes Montenegro’s first practical precedent for a crypto-asset service provider entering the regulated market and operating under Capital Market Commission oversight. It also represents an initial test of the implementation of financial-sector compliance requirements in the digital-asset market as Montenegro continues developing its capital-market regulatory architecture. With Artenx d.o.o. Podgorica now registered as the first participant in the crypto-asset service provider register, Montenegro has moved from establishing the regulatory framework to supervising an operating market participant under that framework.
