Montenegro is entering the 2025/26 winter tourism season with a coordinated national plan connecting government institutions, local authorities, the energy sector, and the tourism industry. The focus is on improving the quality of services, ensuring reliable ski resort operations, enhancing accessibility, boosting international promotion, and strengthening field coordination.
The Ministry of Tourism has outlined clear objectives: increase the competitiveness of winter centers, ensure timely technical and promotional preparation, extend visitors’ stays, and position Montenegro as a safe, sustainable, and attractive winter destination. The plan also highlights the importance of diversifying tourism to address climate risks and enable income generation even in low-snow periods.
Infrastructure and energy preparedness
Key infrastructure works are underway at major ski resorts. On Bjelasica, the priority is repairing support tower No. 4 of the K7 “Klisura” chairlift between Kolašin 1450 and 1600, damaged by a landslide in late 2024. Alternative water supply solutions for artificial snowmaking and new lighting systems for night skiing are also being developed.
At Savin Kuk, initial artificial snowmaking infrastructure (earthworks, water, and electrical systems) is being installed, aiming to open the winter season on December 1 and the ski season on December 15.
Kolašin 1600 is completing the rehabilitation of 10.5 km of trails, lift overhauls, and snow groomer maintenance, while Kolašin 1450, Hajla, and Vučje are finalizing safety tests and equipment servicing.
The Electric Power Company of Montenegro (EPCG) expects a 170 GWh surplus to ensure stable supply throughout the season. Major overhauls of transmission and distribution networks are ongoing across northern municipalities, while Thermal Power Plant Pljevlja is set to rejoin the grid by mid-November after ecological reconstruction.
Transport, safety and inspections
Access roads to all major ski resorts are being maintained, and winter equipment (salt, grit, machinery) is being prepared. The Tourism Inspectorate will intensify inspections at ski resorts and accommodation facilities, especially during holidays. Police are conducting winter training and joint exercises with the army to improve response capacity in high-risk situations.
International promotion and events
The National Tourism Organization (NTO) is launching a major international campaign, including appearances at WTM London, CMT Stuttgart, and IBTM Barcelona, along with partnerships with Jet2holidays, easyJet, TUI UK, and Expedia. Target markets include the UK, Germany, Austria, France, Italy, Scandinavia, the US, and Canada.
Local winter events
Municipalities across the north are preparing festive programs and sports activities:
- Kolašin: Christmas bazaar, “Winter Art” festival, ski marathon, and guided tours.
- Žabljak: grand season opening and winter fair.
- Mojkovac: snowshoeing, sledding, and hiking tours.
- Pljevlja: ski school, winter car races, and fairs.
- Bijelo Polje: open-air New Year’s events and hiking tours on Bjelasica.
Through this integrated plan, Montenegro aims to strengthen its winter tourism ecosystem, attract more international visitors, and position its northern regions as a year-round destination for nature, adventure, and sustainable growth.
