The implementation of a comprehensive wage reform that objectively evaluates jobs based on their complexity and ensures equal pay for similar roles is a difficult task, stated Jovana Nišavić, State Secretary at the Ministry of Finance.
During a meeting with Fadila Bahović, State Secretary at the Croatian Ministry of Justice, Administration, and Digital Transformation, Nišavić praised Croatia’s recent wage reform and emphasized that the experience is valuable for Montenegro.
She noted that reducing wage inequalities and establishing a fairer system, where employees earn similar salaries for similar job complexities, is a high priority for the Montenegrin government.
The visit was aimed at exchanging experiences on wage reform in public services, particularly focusing on the organizational structure, the administrative framework for determining and calculating salaries, and the methodology for evaluating performance.
The discussion also covered the role of the World Bank in supporting these reforms, the current status of the system, and future steps. Additionally, the functioning of Croatia’s centralized payroll system, including its legal framework, control mechanisms, and reporting processes, was reviewed.
