The ceremonial laying of the foundation stone marked the start of one of the most significant tourist investments on the Adriatic coast. The Porta Rai Beachfront Hotel & Residences is a project that will further position Montenegro on the global tourism map. Its importance for the local community is reflected in the creation of 800 new jobs, mostly for local residents, while the total economic impact of the project is estimated at 278 million euros.
During the ceremony, the importance of dialogue with the local community, transparency in business, institutional support, and effective cooperation with the government were emphasized for the successful realization of the project.
The investment is a joint venture between the international companies Karisma Hotels & Resorts and Dobrov & Family Group. Ljubiša Krstajić, co-owner of Karisma Hotels & Resorts, stated that the project is the result of a strong vision and long-term trust in Montenegro’s potential.
Porta Rai is not only the fulfillment of a personal dream but also a shared vision with his partner Rafael Féliz. The project represents more than just luxury tourism – it respects the community, the space, and the people. It is designed as the most complete family complex in Montenegro and the entire Adriatic region, offering amenities for all generations without compromising comfort, safety, and quality.
Andrey Dobrov, founder of Dobrov & Family Group, highlighted that the ambition was not just to build another resort but to create real value for citizens, visitors, and Montenegro as a whole. This vision has been nurtured since 2006 when the company first invested in the land. The project will bring 800 new jobs, strengthen the Montenegrin economy with a total economic effect of 278 million euros, encourage the development of local entrepreneurship, and help position Montenegro as a premium Mediterranean destination and one of the most exciting in Europe.
The ceremony opened with a performance by the choir of students from the School for Basic Music and Ballet Education in Ulcinj. The symbolic laying of the foundation stone marked the beginning of a new chapter in the development of Ulcinj.
The first phase of construction will include parts of the hotel facilities, residential units, and infrastructure, with the completion of the entire complex planned for the end of 2029.
Porta Rai will be the first of its kind in Montenegro, rated five stars, featuring seven pools, sports courts, a spa center, restaurants, children’s facilities, and an exclusive shopping area.
