The Ministry of Tourism and the National Tourism Organization of Montenegro have announced a public call for the 2025 Tourism Incentive Program, outlining seven targeted support measures. These are designed to boost the competitiveness of Montenegro as a tourist destination, expand the country’s tourism offerings, and extend the travel season.
The Ministry of Tourism will implement three of the seven measures, focusing on more balanced tourism development and better integration of local communities. The first measure supports the organization of festivals and events, with a special focus on promoting event tourism in the northern region of Montenegro. The second measure aims to improve rural tourism by supporting the enhancement of accommodation and related services in rural households, while promoting sustainability and digitalization. The third measure addresses overall quality improvement and digital transformation in tourism, covering cultural, sports, and adventure tourism, as well as digital project development.
The National Tourism Organization will carry out four additional measures focused on destination promotion and strengthening competitiveness. The fourth measure supports the development of MICE (Meetings, Incentives, Conferences, and Exhibitions) tourism, including support for hosting international events in Montenegro and organizing study visits for MICE event planners. The fifth measure facilitates study visits for international tour operators and travel agencies to Montenegro in 2025. The sixth measure focuses on co-marketing partnerships with tour operators from key outbound markets such as the UK, Germany, and France, excluding regional markets. The seventh measure promotes organized air travel through joint marketing campaigns with operators conducting regular flights to Montenegro in 2025 and/or 2026, again excluding regional markets.
Public calls for each of these measures have been published and are available on the websites of the Ministry of Tourism and the National Tourism Organization. All interested parties are invited to apply and contribute to building a more diverse, sustainable, and competitive tourism offer for Montenegro.
