Montenegro’s average monthly net salary rose to €1,036 in June 2026, increasing 0.3% from May and 2.6% compared with June 2025, according to Monstat. The highest average earnings were recorded in the finance and insurance sector, where net salaries reached €1,673. The energy sector followed with an average of €1,479, while employees in information and communications earned €1,308.
At the other end of the wage scale, administrative and support services recorded the lowest average net salary among the listed sectors, at €870. Average earnings were also below the national figure in agriculture (€914), manufacturing (€928), education (€953) and retail (€972). The difference between the average salary in the highest-paying sector and that in the lowest-paying sector stood at €803.
Wage differences were also evident between Montenegro’s municipalities. Tivat recorded the highest average net salary at €1,215, followed by Zeta (€1,112) and Podgorica (€1,085). The lowest municipal average was registered in Gusinje, at €840. Average salaries were also among the lowest in Rožaje (€854), Andrijevica (€860), Plav (€879) and Bijelo Polje (€882). The difference between the average net salaries in Tivat and Gusinje amounted to €375.
