Montenegro has approved an implementation agreement for the €26.5 million reconstruction and expansion of Podgorica’s City Stadium, with the project scheduled for 2025–2028 and financed primarily through the national capital budget. The development will include a new eastern stand, underground parking, commercial premises and supporting facilities, combining sports infrastructure with additional urban and business space in the capital.
Project Capacity and Facilities
The planned stadium will provide approximately 6,100 spectator places, including VIP, media and accessible seating. Its total gross developed area is expected to reach around 31,667 square metres. Almost 13,933 square metres of the total area will be distributed across two underground levels. In addition to the stadium facilities, the project includes conference and media areas, commercial space and underground parking.
Government and Municipal Financing
Under the agreed financing structure, the national capital budget will cover 95% of construction costs, while the City of Podgorica will contribute the remaining 5%.
The Ministry of Public Works will be responsible for overseeing implementation. The Football Association of Montenegro has supplied the technical documentation required for the project. Approval of the implementation agreement establishes a further part of the project’s institutional and financing framework. The government decision does not itself constitute an award of the main construction contract.
Construction Pipeline and Urban Infrastructure
The stadium development adds to Montenegro’s pipeline of public construction projects alongside planned investments in roads, railways, healthcare and environmental infrastructure. Its underground parking component is also intended to address parking demand in central Podgorica, where growth in the number of vehicles has increased pressure on available space. Procurement timing and project execution will determine the development’s progress within the planned 2025–2028 implementation period. The project combines expanded sports facilities with commercial premises, conference and media infrastructure, and parking capacity within a single development.
