Montenegro is actively engaging with Qatar to strengthen economic ties, focusing on the establishment of tax treaties and investment protection agreements. Prime Minister Milojko Spajić met with Qatari Minister of Finance Ali bin Ahmed Al Kuwari to discuss frameworks that could facilitate long-term foreign investment, diversifying Montenegro’s investment sources beyond its traditional European partners.
A key point of discussion was the formulation of agreements aimed at the avoidance of double taxation and mutual protection of investments. These agreements are designed to eliminate legal and fiscal uncertainties that have previously hindered bilateral investment, particularly from large institutional investors who prioritize stable legal environments.
The proposed double taxation agreement would ensure that income and profits are not taxed in both jurisdictions simultaneously. Meanwhile, the investment protection treaty would provide essential safeguards against expropriation, guarantee fair treatment, and allow for international arbitration in case of disputes. These measures are deemed critical for attracting capital from Gulf investors.
Additionally, discussions included collaboration with Qatari state-backed investment entities such as the Qatar Investment Authority and Qatar Investment Advisory. Montenegro aims to highlight sectors like tourism, infrastructure, energy, logistics, and real estate development as attractive investment opportunities that align with the long-term strategies typical of Gulf investors.
The enhancement of physical connectivity was also addressed, with a potential direct air link between Montenegro and Qatar being identified as a beneficial initiative. Such a connection could facilitate business travel and tourism, further promoting institutional cooperation.
Prime Minister Spajić emphasized that Montenegro’s alignment with European Union regulatory standards enhances its attractiveness as an investment destination. This alignment not only provides a stable legal environment but also positions Montenegro as a gateway to European markets. Strengthening ties with Qatar aligns with Montenegro’s EU-focused economic strategy by expanding its international investment landscape.
The ongoing talks indicate a shift from political dialogue towards actionable legal arrangements, with the anticipated signing of tax and investment agreements expected to significantly enhance economic cooperation between Montenegro and Qatar.
