Montenegro is progressing with the Kruševo hydropower project, with authorities aiming to finalize essential technical and project documentation by the year’s end. This development marks a significant step for one of the nation’s key energy investments.
The facility, being developed by Elektroprivreda Crne Gore (EPCG), is designed to have an installed capacity of 82 MW and is projected to generate approximately 170 GWh annually. This positions it as a mid-scale generation asset capable of fulfilling both baseload and system-balancing functions.
The current focus is on completing the documentation phase, which includes feasibility studies, environmental assessments, and technical designs. This stage is crucial for obtaining necessary permits and regulatory approvals, as well as structuring financing and finalizing engineering concepts. Montenegro is currently assessing whether to proceed with a conventional hydropower plant or adopt a pumped-storage configuration.
The estimated investment for the project stands at around €160 million, aligning with typical capital requirements for hydropower developments of this size in the Western Balkans. Initial geological surveys and preparatory fieldwork have commenced, establishing the technical foundation needed to advance into detailed design and tendering stages.
Kruševo is increasingly viewed as a system-level asset rather than merely a standalone generation facility. Its contributions extend beyond electricity generation to include grid stability, flexibility services, and potential integration with variable renewable energy sources, particularly as Montenegro seeks to expand its wind and solar energy portfolios through initiatives like Gvozd and planned solar projects.
The engagement of international partners is a notable aspect of the project. Ongoing discussions with EDF suggest that French involvement will enhance technical optimization and facilitate access to structured financing. Additionally, the project aligns with broader EU frameworks, potentially unlocking avenues for multilateral funding and participation from development banks.
In the context of Montenegro’s energy strategy, Kruševo complements other significant flexibility projects, including pumped-storage concepts and grid reinforcement efforts. The timeline for development will depend on completing documentation and achieving financial closure, paving the way for construction once technical parameters and partnership arrangements are fully established.
For EPCG, this project signifies a transition towards more capital-intensive investments that are oriented towards system-level benefits, moving away from traditional hydropower assets toward infrastructure that supports an increasingly complex renewables-driven energy grid.
