After more than twenty years, Montenegro has adopted a new Law on Games of Chance. This is not just a new regulation—it is a clear signal that the state has the strength and will to bring order to this sector, said Finance Minister Novica Vuković.
He stated that public policies are being created transparently, in the interest of citizens, the economy, and the state, with a focus on health and the well-being of all, especially young people.
The minister emphasized that the law protects public health.
“We are limiting access to games of chance for the most vulnerable, combating addiction and harmful social consequences, and giving institutions the tools they need to act preventively and responsibly. With this law, we are creating a safe and reputable environment, free from financial crime and ready for sustainable and responsible development. We are also introducing order in advertising—there will no longer be room for misleading ads promising fake gifts and quick profits,” Vuković said in his statement.
He highlighted the special attention given to protecting minors, with a clear ban on underage gambling.
“The minimum distance between betting shops and schools has been increased, and for the first time, educational institutions are clearly defined. Protecting minors and preventing gambling addiction are priorities, as this is a serious public health issue that especially affects the most vulnerable. Online betting is now under stricter control—mandatory identification and digital monitoring prevent abuse, account sharing, and enable tracking of financial flows. This makes the sector less vulnerable to money laundering and other abuses,” he explained.
He stressed that this is not just reform on paper.
“This is a real step forward—we are strengthening digital oversight, introducing control over online betting, protecting minors, and taking decisive action against the grey economy and terrorist financing. The Ministry of Finance team will continue to work decisively and responsibly—in your interest,” Vuković concluded.
