The Tender Committee overseeing the concession process for Montenegrin airports held a session today, agreeing to follow the Concessions Commission’s decision to supplement the justification for the already established ranking list, according to RTCG.
Once the committee completes the supplementary justification, the material will be sent to the Ministry of Transport, which will then submit a draft decision to the government.
The session addressed current legal and procedural issues in the ongoing concession process, including a complaint filed in early August by the CAAP consortium, as well as subsequent rulings and decisions from relevant authorities.
Discussion also focused on the Concessions Commission’s September 1 decision and CAAP’s request, submitted on September 12, to postpone its implementation.
Two days ago, the Administrative Court rejected the complaint by Luxembourg-American company Corporacion América Airports S.A. (CAAP), which sought to annul the decision. CAAP had argued that the scoring criteria were unlawfully changed, resulting in South Korea’s Incheon International Airport Corporation (IIAC) being ranked first, while the Luxembourg-American consortium was placed second.
