Montenegro aims to establish itself as an exclusive Mediterranean tourist destination focused on selective, high-quality tourism that combines luxury, sustainability, and authenticity. The flagship project embodying this vision is Luštica Bay, the country’s largest greenfield development, located on the Luštica Peninsula between the Bay of Kotor and the Adriatic Sea.
Spanning seven million square meters with an investment of €1.6 billion by Orascom Development Holding, Luštica Bay is redefining luxury and sustainable living by integrating nature, local traditions, and modern urban standards. So far, over €600 million has been invested, and about 25% of the planned facilities have been completed.
Unlike many Mediterranean destinations affected by overdevelopment, Luštica Bay preserves local identity and the natural environment, with only 10% of the area built up. The development will become home to more than 6,000 residents, featuring over 3,000 apartments, 300 luxury villas, seven hotels, a primary school, and nearly 5 kilometers of seaside promenades.
The project is organized into four neighborhoods, each with distinct architectural styles and atmospheres, including Marina Village—designed to evoke traditional coastal villages—and The Peaks, a residential area built around an 18-hole golf course designed by Gary Player. This golf course, with three holes already completed and full completion expected by 2028, offers panoramic sea views from every point and aims to position Montenegro on the global golf tourism map.
Central to Luštica Bay is a marina with 115 berths for yachts up to 45 meters, with plans for expansion to 220 berths, including fuel stations and a border crossing. The destination also features five exclusive beaches and adheres to ESG principles—sustainability, social responsibility, and corporate transparency.
One notable highlight is The Chedi Luštica Bay, the first luxury hotel in Europe aiming for zero-waste operations and carbon neutrality by 2030, recently honored with a Zero Waste Award.
Luštica Bay is more than a resort; it is a vibrant urban community creating jobs and supporting the local economy. Currently, 636 people are employed, including many locals, with additional seasonal jobs during the summer.
