Kolašin has made little progress in resolving infrastructure issues that are delaying the opening of major luxury tourism investments. Although several hotels are nearing completion, their commissioning is stalled due to missing communal infrastructure—water supply, sewage networks, electricity, roads, and other utilities—which fall under the responsibility of the state and remain unfinished.
As part of Montenegro’s economic citizenship program, nine luxury hotels are being built in areas without the necessary infrastructure. Investors warn that the delays are causing significant financial losses. The municipality of Kolašin has not provided information on timelines or the status of infrastructure works needed for openings on Bjelasica and in the Breza area.
Zetagradnja (Hotel “Bjelasica 1450”)
The new target completion date is August next year, but only if the state ensures fast connection to water, sewage, electricity, and road networks. Owner Blagota Radović says that building works have been held back solely due to the lack of infrastructure. According to him, despite five years of construction, no progress has been made on the required utilities. Some local residents have also blocked parts of the water-supply project.
Zetagradnja faces mounting costs, potential penalties from the Radisson Blue brand, and pressure from buyers who purchased units through the citizenship program and are now threatening to cancel contracts.
Montenegro luxury hotels & resorts (“Montis by Splendid”)
This project faces similar obstacles. The hotel’s opening has now been pushed to 2027, as completion depends entirely on state-delivered infrastructure—primarily sewage, water supply, and access roads. The company says that many projects in Kolašin have progressed, but public infrastructure has not kept pace.
The municipality has recently begun building a new access road (18-month deadline), while a wastewater treatment plant project is under preparation. Investors emphasize that without coordinated public and private investment, the destination cannot function sustainably.
Key issue
All investors highlight the same problem: state infrastructure is severely lagging behind private development, threatening multi-million-euro projects, international brand agreements, and the future of luxury tourism in Kolašin.
