Henley & Partners is a global leader in residency and citizenship planning, operating in over 60 offices worldwide. The company has played a key role in Montenegro’s Economic Citizenship Program, attracting over 500 investors and contributing 250 million euros to the country’s economy. Since opening its office in Montenegro in 2018, Henley & Partners has provided support to investors interested in the country while working alongside global offices in London, New York, Dubai, and others.
Rade Ljumović, director of Henley & Partners in Montenegro and Greece, highlighted the significant benefits of the Economic Citizenship Program. The program has contributed to a 25% increase in GDP growth in 2022. The success of the program is largely attributed to rigorous due diligence conducted by companies like Exigera (Canada) and S-RM (UK), ensuring that only credible applicants were approved. This thorough process has helped establish Montenegro as a strong brand in the investment migration sector.
Ljumović also praised the impact of the program, which has funded developments such as branded hotels in northern Montenegro, boosting both winter and summer tourism. Additionally, the program has attracted top professionals from global companies like Google, Cisco, and doctors from Harvard, contributing to the country’s economic and business growth.
Henley & Partners’ role extends beyond assisting investors; the company also publishes influential reports such as the Henley Passport Index, which ranks passports globally based on visa-free access. Ljumović expressed hope that Montenegro could improve its passport ranking, currently at 42nd place.
While the program has been beneficial, Ljumović noted the need for continued collaboration with the EU and transparency in the investment migration process. He believes that the program’s success offers a strong foundation for its potential continuation, benefiting both Montenegro’s economy and global standing.
