Foreigners in Montenegro own around 50,000 properties and 94,000 plots, said Marko Bulatović, Director of the Property Administration, in an interview with Forbes Montenegro.
He explained that foreigners own the most land in the northern municipalities of Montenegro, such as Pljevlja, Nikšić, Plužine, Kolašin, and Žabljak. Meanwhile, the highest number of buildings and parts of buildings owned by foreign nationals is in the coastal municipalities of Budva, Herceg Novi, Ulcinj, Kotor, and Tivat.
The largest number of foreign nationals owning property, according to cadastral records, come from Serbia (15,038), the Russian Federation (4,529), Bosnia and Herzegovina (2,474), Germany (2,243), Turkey (1,319), the United States (1,148), Croatia (877), Ukraine (847), Kosovo (713), and the United Kingdom (620). (According to the 2023 census, Montenegro has a total of 392,909 apartments).
Bulatović further mentioned that improving the quality of data in the existing property records is one of the greatest challenges for the administration. A project has already started to align the data, ensuring that property cadastral records are accurate and reliable.
He also noted that the total number of illegal structures will be determined after the orthophoto mapping, which is being conducted by the Ministry of Spatial Planning, Urbanism, and State Property of Montenegro.
