The Ministry of Finance has submitted to the Government of Montenegro the 2026 Capital Projects Proposal, a plan aimed at driving strategic development and improving the quality of life for citizens. The projects were selected through a transparent and professional evaluation process led by the Commission for Project Assessment, according to a joint statement from the Ministries of Finance and Public Works.
The Commission reviewed 133 proposals from various spending units and, based on the Capital Budget Decision criteria, identified 53 priority projects. Following the Public Investment Council’s recommendations, the Government received the final proposal consisting of 22 capital projects to be financed through the 2026 state budget.
The Ministry of Public Works additionally proposed 8 more projects of special importance, focusing on healthcare, education, municipal infrastructure, and public safety across Montenegro.
According to the ministries, the implementation of these projects will lead to a modernized healthcare system, improved education, upgraded public utilities, greater citizen safety, and advancement in digital transformation.
Among the key projects are:
- Expansion of the Kotor Clinical Center annex – €9 million
- Reconstruction of the children’s ward at the “Dr. Simo Milošević” Institute – €14.5 million
- Extension of the “Možura” regional landfill – €10 million
- Redevelopment of Golootočke žrtve Square with an underground garage – €14 million
- Construction of the Sava Kovačević Boulevard extension in Podgorica – €8 million
- Road construction Tuzi–Milješ–Dinoša – €4 million
- National administrative and data center within the LSL Central Business District – €300 million
- Procurement of equipment for the Police Administration – €54.23 million
The government emphasized that these investments demonstrate Montenegro’s commitment to balanced regional growth, economic progress, and higher living standards for all citizens.
