The Ministry of Energy has received several requests from interested bidders participating in the tender for the allocation of market premiums (financial incentives) for the construction of solar power plants, asking for an extension of the submission deadline.
The bidders explained that the procedure is complex and requires additional time to prepare technical documentation and obtain bank guarantees.
According to documents reviewed by Vijesti, some investors requested that the deadline, which expires on Monday, be extended to November 28, while others proposed December 1.
The ministry, headed by Minister Admir Šahmanović, launched the tender this summer for the first auction to allocate market premiums for the construction of solar power plants — marking a new step in Montenegro’s energy transition toward a market-based system for developing renewable energy sources.
Through the auction, private investors are given the opportunity, with state support, to build new solar capacities across the country, under the condition that they offer the lowest price per megawatt-hour (MWh) of electricity produced.
The tender for the first auction, open until November 10, covers a quota of 250 MW for solar power plants with a capacity of at least 400 kW, which can be built anywhere in Montenegro. The maximum allowed bid price is €65 per MWh, with preference given to those offering lower prices.
“The current phase of preparation shows strong investor interest and the complexity of the process, especially in securing bank guarantees and preparing the required technical and legal documentation. Extending the deadline would allow for more stable and complete submissions, ensure compliance with tender conditions, and enhance competitiveness while minimizing procedural risks,” one of the letters stated.
The Ministry of Energy announced that the opening of bids submitted under the public call for the market premium auction for solar power plants will take place on Wednesday.
