Montenegro has achieved another milestone on its path toward energy transition. The Energy Community Secretariat has welcomed the submission of the Comprehensive Assessment of High-Efficiency Cogeneration and Efficient District Heating and Cooling Systems, describing it as an important step toward decarbonizing one of the country’s most energy-intensive sectors, the Ministry of Energy and Mining announced.
“This document, prepared by the Ministry of Energy and Mining in accordance with Article 14 of the EU Energy Efficiency Directive (2012/27/EU) and Montenegro’s obligations under the Energy Community Treaty, demonstrates Montenegro’s strategic commitment to modernizing its energy system and adopting European standards,” the ministry stated, led by Minister Admir Šahmanović.
The Ministry emphasized that the analysis represents the first comprehensive review of how energy is used for heating and cooling in Montenegro, identifying measures that could help reduce consumption, modernize infrastructure, and accelerate the transition to clean energy sources.
“This lays the foundations for long-term planning, energy policy stability, and attracting investments in sustainable solutions,” the statement added.
The preparation of the document was carried out with technical support from the European Bank for Reconstruction and Development (EBRD), through the Regional Energy Efficiency Programme (REEP) – a policy dialogue platform providing expert assistance to Energy Community contracting parties.
The Energy Community Secretariat recognized this step as another significant achievement for Montenegro in its energy transition process and an example of a responsible approach to decarbonization at the regional level, the Ministry concluded.
