The European Investment Bank (EIB) has opened a new office in Montenegro to enhance financial and technical support for public and private sector investments in the country. The office, located in Podgorica within the EU Delegation, will be led by Davor Kunc, who has been part of the EIB Group since 2018.
The new representation aims to strengthen the EIB’s long-standing partnership with Montenegro, where the Bank has already invested more than €1 billion in public and private sector projects, including those promoting green transition, connectivity, and social infrastructure development.
The office was officially inaugurated by EIB Vice-President Robert de Groot, Montenegro’s Minister of Finance Novica Vuković, and EU Ambassador to Montenegro Johan Sattler.
“The opening of our office in Podgorica marks a new chapter in our partnership with Montenegro,” said EIB Vice-President Robert de Groot. “With a stronger local presence, we are in a better position to respond quickly to national priorities and support transformative investments that benefit people and the economy, while contributing to Montenegro’s EU accession path.”
Finance Minister Novica Vuković stated that the permanent presence of the EIB in Montenegro represents a major boost for implementing strategic projects in infrastructure, education, and the green transition. “It is also a signal of confidence in the stability and potential of Montenegro’s economy. The Government stands ready to cooperate with the EIB to build a more modern, prosperous, and competitive Montenegro,” he said.
Since 2024, Montenegro has received EIB global loans totaling €60 million and up to €71 million in EU grants. “These funds will help improve water supply, railway infrastructure, and education as Montenegro aims to join the EU by 2028,” said EU Ambassador Johan Sattler. “This office symbolizes our strengthened commitment to Montenegro and its European aspirations. The EU family stands united — together, as Team Europe, we are ready to support Montenegro’s reform efforts and EU accession.”
As the EIB’s representative in Montenegro, Davor Kunc will work to strengthen the Bank’s cooperation with local partners, enhance project development, and support the country’s integration into the EU. Previously, Kunc served as Head of Corporate Relations at the European Investment Fund (EIF) in Luxembourg, part of the EIB Group.

During his visit to Montenegro, EIB Vice-President Robert de Groot will also unveil a commemorative plaque at the Vladimir Nazor Elementary School in collaboration with the Ministry of Education, Science and Innovation and the EU Delegation — recognizing the EU and EIB’s contribution to Montenegro’s education sector.
