The Development Bank of Montenegro has received approval from the Agency for the Protection of Competition, allowing it to move forward with a significant funding initiative totaling €210 million for the year 2026. This endorsement confirms that the bank’s proposed activities comply with state-aid and competition regulations, paving the way for enhanced financial support to various sectors within the Montenegrin economy.
This funding initiative will be implemented through a combination of credit programs, guarantees, and other financial support mechanisms. The objective is to bolster the competitiveness of the private sector and address existing financing gaps faced by businesses in Montenegro. The program is designed to cater to a diverse range of enterprises, including micro, small, medium, and larger companies, thereby promoting broader economic resilience and diversification.
Key focus areas for the 2026 funding include entrepreneurship and business start-ups, agriculture, tourism, energy transition, innovation, and export-oriented activities. The bank intends to prioritize support for underrepresented groups such as young entrepreneurs and women-led businesses, alongside initiatives aimed at fostering digitalization and green transformation in productive sectors.
The financing strategy for 2026 is expected to leverage resources from international financial institutions, including long-term loan agreements with partners like the European Investment Bank and the Council of Europe Development Bank. These collaborations are crucial for enabling the bank to offer competitive funding conditions amidst a challenging global borrowing environment characterized by high costs.
The leadership of the Development Bank has articulated that this financing plan aligns with Montenegro’s broader economic objectives, aiming to stimulate smart, sustainable, and inclusive growth. There is also an emphasis on enhancing regional development support, particularly in less developed northern municipalities where improved access to capital could invigorate local economies.
