Clarion Engineer has joined OIE Serbia as a Knowledge Partner, bringing its CBAM Verified Electricity Playbook to the renewable energy sector through a dedicated workshop that will be included as an official addendum to the RES SERBIA 2026 conference programme.
The CBAM Verified Electricity workshop will focus on translating the new EU electricity framework under the Carbon Border Adjustment Mechanism (CBAM) into practical procedures for renewable electricity producers, suppliers and traders, industrial buyers and other market participants.
The session will be based on Clarion Engineer’s CBAM Verified Electricity Playbook, an operational framework covering the electricity evidence chain from renewable generation and power purchase agreements through metering, electricity supply, industrial consumption, monitoring, reporting and verification (MRV), pre-verification and preparation of evidence for formal verification. The playbook sets out the roles and responsibilities of producers, electricity suppliers and traders, industrial buyers, CBAM teams, technical teams, EU counterparties and verification parties, alongside the procedures and evidence exchanges required between the respective participants.
Clarion Engineer has also developed a wider range of tailor-made CBAM operational playbooks for participants across the European value chain. The materials include dedicated methodologies for EU importers and authorised CBAM declarants, as well as sector-specific playbooks for steel and aluminium exporters to the EU. These sector-specific methodologies address the treatment and documentation of relevant precursor materials and embedded-emissions data.
Alongside the playbooks, Clarion has prepared detailed pre-verification procedures based on the anticipated workflow of EU-accredited verifiers. The procedures map the expected verification process from evidence preparation and data reconciliation to sampling, traceability checks, corrective actions and final handover to the verifier. The approach is intended to enable exporters, producers, importers and declarants to prepare CBAM files in a format aligned with the expected execution of formal verification.
Workshop to address renewable electricity and industrial evidence chains
The OIE workshop will place particular emphasis on the integration points between renewable electricity producers and industrial buyers. Topics will include PPAs and electricity supply contracts, metering and SCADA records, settlement data, environmental attributes, electricity consumption records, MRV controls, evidence retention, reconciliation and pre-verification procedures.
The session will address the practical requirements for making electricity traceable, MRV-ready and verification-ready for relevant CBAM applications, moving beyond the general concept of purchasing green electricity. Participants will work through the electricity chain from renewable generation to industrial consumption, identifying responsibility for individual datasets, controls and documents, the transfer of information between counterparties and potential verification risks. As an official addendum to the RES SERBIA 2026 programme, the workshop will provide a specialised working session for companies affected by the interaction between renewable electricity procurement, industrial decarbonisation and CBAM.
Through its Knowledge Partnership with OIE Serbia, Clarion Engineer will focus on establishing a common practical framework between the renewable energy and industrial sectors and preparing participants’ contractual, technical, MRV and verification processes for the new European carbon-accounting environment.
