The Municipality of Budva has awarded an €18 million design-and-build contract for construction of a new road above the Grđevica riverbed, marking the municipality’s largest investment project to date. The contract was awarded to a consortium comprising Serbia’s Gemmax Gradnja and Montenegro’s Viamont. The project is intended to reduce urban traffic congestion and improve access in one of Montenegro’s busiest tourism markets. The project’s implementation involves drainage engineering, flood protection, construction sequencing and integration with the wider road network.
Separately, Monteput is procuring supervision services for the Markovići–Lastva Grbaljska section of the planned Budva bypass. The supervision contract is valued at approximately €8.47 million including VAT and covers a 78-month period spanning preparation, design, construction and completion. The length of the supervision period reflects the scale and technical complexity of the coastal road programme. Mountainous geology, dense development, property acquisition and restrictions on construction activity during the summer traffic season are among the factors affecting implementation.
Independent technical supervision is also required as project designs develop following the award of the principal construction contract. Budva’s property and hotel sectors have expanded faster than its road network, wastewater infrastructure and public spaces, increasing the requirement for municipal infrastructure investment alongside existing private-sector assets.
