The Government of Montenegro is committed to achieving balanced regional development by establishing a sustainable model that promotes economic growth, retains the population, and ensures long-term environmental and economic resilience, according to the Ministry of Ecology, Sustainable Development and Northern Region Development.
Trifun Savić, Secretary General at the Ministry, emphasized that development of the northern region is a matter of justice, not choice, and that the government is determined to implement lasting change through partnerships with local communities and cross-sector collaboration.
He highlighted that Montenegro’s economy faces challenges due to regional disparities, despite the northern region’s strong yet underutilized economic potential, including natural resources and green development opportunities.
The north has long suffered from neglect, lack of investment, and population decline, despite its rich natural assets, said Savić.
Currently, 60% of all capital projects in Montenegro are being implemented in the north, demonstrating the government’s strategic focus. Of 40 newly planned capital projects, 24 are located in northern municipalities, with a total estimated value of nearly 250 million euros.
To reinforce this strategy, the Ministry is preparing a long-term development document to guide environmental and sustainable growth in the north.
Professor Novak Jauković, in a lecture at the Ministry, proposed regional cooperation under the concept of “the North of Montenegro as one city,” aiming to improve efficiency in utilizing local resources, particularly in sustainable agriculture such as livestock and fruit farming, as well as rural tourism.
Jauković identified the production and marketing of organic food as a key development opportunity for the country.
