Plans are underway for a new exclusive tourist complex in Tivat, aimed at enhancing the town’s reputation within Montenegro’s premium tourism sector. The proposed development includes a five-star hotel and a collection of luxury villas, which will expand the availability of upscale accommodations along the Bay of Kotor.
This initiative is backed by a private investor and is set to be located in the Đuraševići area, as outlined in the amendments to the State Location Study for Kalardovo–Ostrvo Cvijeća–Brdišta. The total area designated for this project spans approximately 24,000 square meters, facilitating a low-density layout that aligns with high-end resort principles rather than mass tourism models.
The current proposal features a central hotel building designed to meet five-star standards, complemented by around 20 villas or hotel dependencies aimed at guests desiring increased privacy and extended stays. This design reflects current trends in Montenegro’s coastal tourism, where integrated hotel-and-villa configurations are preferred to attract affluent international visitors and extend the tourism season beyond the peak summer months.
Tivat has recently emerged as one of the most dynamic investment areas along the Montenegrin coast, spurred by marina developments, luxury hospitality projects, and residential tourism. The planned complex aligns with this investment trend, enhancing existing high-end resorts and reinforcing the municipality’s transition towards a premium tourism experience.
Economically, such developments are expected to yield higher revenue per available room, improved off-season occupancy rates, and positive spillover effects into local services, construction sectors, and employment opportunities. This trend also highlights a strategic inclination among investors and planners to favor quality and exclusivity over volume, particularly in sensitive coastal environments.
The project is still pending further planning approvals and detailed design phases; however, its inclusion in updated spatial-planning documents indicates institutional support for ongoing investments in upscale tourism infrastructure in Tivat. If realized as planned, this complex would contribute significantly to the growing array of luxury hospitality offerings that position Tivat as a key destination for high-value tourism and international investment in Montenegro.
