In the first six months of 2025, the Customs Administration of Montenegro collected a total of €650.18 million in revenues, an increase of 9.67% compared to the same period last year, according to the institution’s semi-annual performance report. Customs officers conducted more than 33,700 controls and seized nearly €1 million worth of goods.
From January to June 2025, import VAT generated €436.14 million, while excise revenues amounted to €179.83 million, up 8.28% year-on-year. Customs duties totaled €32.7 million. The customs debt as of 30 June stood at €16.25 million.
During this period, officers carried out 33,701 inspections, issued 226 misdemeanor charges and seized goods valued at €954,990. The department for intellectual property protection issued 71 decisions on customs actions and temporarily detained 30,317 items suspected of infringing IP rights.
Internal control conducted 20 inspections—10 regular and 10 extraordinary. Four cases resulted in recommendations to launch disciplinary proceedings against five customs officers for serious breaches of duty.
The Administration also adopted its 2025–2026 Integrity Plan, an internal anti-corruption document aimed at preventing and eliminating risks of corrupt practices.
In terms of international cooperation, the Customs Administration continued work related to EU accession Chapters 29 (Customs Union) and 30 (External Relations). It also coordinated on a Slovenian IT system donation and held visits to the Czech Republic, Greece and Croatia to strengthen administrative capacity and support digitalization of customs processes.
The institution also expressed interest in further cooperation with GIZ on a new project planned for this year.
