Montenegrin Minister of Transport Maja Vukićević said that the country’s airports are unable to develop infrastructure because they are waiting for the government’s decision on the concession process.
“The Government decided in 2024 to continue the tender procedure in order to finalize it. We must see whether there will be a concession or not, because the airports are effectively held back from investing while everyone waits for the decision,” Vukićević told TV Prva. She added that the tender commission will soon complete its work, after which the Ministry will have 30 days to submit documentation to the Government for a final decision.
According to her, Montenegro’s airports operate well, but the main issue is the lack of investment in infrastructure. “No one wants to start major projects while it’s unclear whether the concession will go ahead,” she said.
Vukićević emphasized that the tender commission is only conducting the procedure and that the final decision rests with the Government. She clarified that the tender was not annulled, but that one bidder’s appeal led to a request for further explanation from the concession commission.
She praised the management of Airports of Montenegro, highlighting director Tolić and the company’s strong performance.
Speaking about air connections, Vukićević said that low-cost carrier Wizz Air remains an important partner. “We signed a memorandum with Wizz Air, and they have announced 14 new destinations in addition to existing routes. They plan to open a base in Podgorica and hire local staff, which is a great opportunity for young people,” she said.
