French investor Michel Boudras, president of BMCT Promotion and partner of Groupe Confiance, said his team has been interested in investing in Montenegro for nearly a decade. Between 2016 and 2017, they explored potential sites in Ada Bojana, Buljarica, and Tivat.
The proposed Ada Bojana project envisioned a 450-berth marina, 400 wooden accommodation units, two five-star wooden hotels, and a technical zone, all under emphyteutic lease and in line with strict environmental standards.
According to Boudras, the initiative came from Mišel Milović, a Montenegrin living in France, who connected the investors with Montenegrin representatives and architect François Fontès. Although the project had government support and was ready for final validation in 2017, it was suspended because “the investment framework in Montenegro was not fully aligned.”
Boudras said the project aimed to create 120 direct and 360 indirect jobs and establish a key stop on the Adriatic nautical route from Croatia to Greece. Despite numerous meetings in Montenegro and a positive reception, the plan never advanced further.
He emphasized that the team remains interested, provided the government clearly defines development priorities, regulatory frameworks, and investment policies.
“The goal was to revitalize this rare natural area with respect for its unique flora and fauna, ensuring sustainable local employment and full integration with nature,” Boudras said, adding that the investors are open to renewed talks with the Montenegrin government.
All intellectual property rights for the project belong to architect François Fontès and his collaborators at Serblat.
