Montenegro will host the Investment Conference “Smart Growth, Green Future: Accelerating Investments in Montenegro” on October 14–15 at Luštica, announced Minister of Public Works Majda Adžović.
She emphasized that the conference, organized in partnership with the European Commission, represents a major opportunity for Montenegro. The event will bring together EU institutions, international financial institutions such as the EBRD and the European Investment Bank, private companies from Montenegro and the EU, as well as decision-makers. The goal is to position Montenegro as a regional hub for sustainable investments. The main areas of focus will include renewable energy, agribusiness, transport, and information and communication technologies.
The conference will be opened by Montenegrin Prime Minister Milojko Spajić and European Commission President Ursula von der Leyen. At the operational level, mechanisms will be presented to accelerate investments and deliver concrete results.
Adžović pointed out that foreign direct investments in Montenegro are still dominated by real estate, as it provides a fast and liquid channel for capital inflow. However, she highlighted the importance of corporate and EU-backed investments, which require transparent procedures, digitalization, and security guarantees.
She stressed that closing EU negotiation Chapter 5, as well as ongoing efforts to simplify administrative procedures and digitalize the system, send a strong signal to European companies that Montenegro is a safe and reliable destination for investment. While EU investments may take longer, they leave a deeper impact on the economy.
Adžović also highlighted agreements signed with France and Hungary, which include the construction of a new University Clinic, modernization of the electricity grid, highway and road projects, railway upgrades, telecommunications improvements, and border surveillance systems. She underlined that these projects serve the interests of Montenegrin citizens and are not meant to replace agreements with the United Arab Emirates, which remain in force.
For 2025, the Ministry of Public Works has allocated €115 million for the capital budget, with 257 active projects and more than 100 construction sites across Montenegro. Current projects include the adaptation of 10 vocational schools, renovation of kindergartens and primary schools, completion of works on the Faculty of Architecture, ongoing work at the Faculty of Philology in Nikšić, upcoming reconstruction of technical faculties, and the completion of the “Vukosava Ivanović” kindergarten in Bar.
