International investors from Citius Capital AG and its operational unit Harmony Capital Strategy AMC have expressed strong interest in investing in Montenegro, with potential projects valued at a minimum of €100 million.
Their investment strategy focuses on long-term, sustainable projects in tourism, renewable energy, and real estate, aligned with Montenegro’s national development goals and environmental standards.
Adil Durmaz, director of Harmony Capital Strategy AMC, highlighted their plans to develop sustainable hotels and resorts, eco-tourism, health tourism, and cultural tourism infrastructure. In the energy sector, they aim to promote renewable energy projects, especially solar and wind power, alongside innovative energy storage solutions that support Montenegro’s energy independence. Real estate projects will include quality, sustainable developments integrating residential, commercial, and leisure spaces.
Investments are planned to start in 2026 and continue in phases until 2032, with a strong emphasis on local partnerships, public-private collaborations, and adherence to environmental, social, and governance (ESG) standards.
Durmaz noted Montenegro’s attractive geopolitical position, EU integration progress, competitive tax system, and untapped year-round tourism potential as key motivators for investment. He also emphasized the government’s openness to strategic partnerships and reforms that improve infrastructure and administration.
Institutional support is considered essential for efficient permitting, regulatory certainty, and alignment with development goals. The investors also expect transparent administration, targeted financial incentives, easier access to strategic land, and protection through international investment agreements.
Sustainability is a core part of their investment philosophy, focusing on resource efficiency, low-emission construction, biodiversity preservation, and contributions to climate goals.
The projects aim to generate significant local benefits, including job creation during construction and operation, workforce training, support for local businesses and startups, and infrastructure improvements such as roads, power grids, water supply, and broadband internet. They also plan cultural and social initiatives to enhance quality of life.
