Montenegro earned €243.44 million from foreign tourists in the first five months of 2025, marking a 6.19% (€16.06 million) decrease compared to €259.50 million in the same period of 2024, according to data from the Central Bank of Montenegro (CBCG).
The decline is attributed to fewer overnight stays by foreign visitors, continuing a downward trend seen since 2024 when total tourism revenue for the first nine months dropped by nearly €50 million compared to 2023.
CBCG estimates tourism income strictly for balance of payments statistics and does not account for domestic tourist spending.
Regionally, tourism revenues decreased by 8.88% in coastal municipalities (€186.10 million), while mountain municipalities (+47.14%, €4.05 million) and Podgorica (+22.06%, €13.73 million) saw increases compared to last year.
Total foreign payment transactions from January to May 2025 rose by 21.08% to €94.18 billion, with inflows increasing 21.59% and outflows rising 20.58% compared to the same period in 2024.
Separately, Montenegro’s Parliamentary Committee on Economy, Finance, and Budget has approved a request to hear Finance Minister Novica Vuković and Tourism Minister Simonida Kordić regarding the impact of the tourism season on the national budget and economic growth projections outlined in the 2024-2027 Fiscal Strategy. The hearing date will be set later.
