Montenegro’s Electricity Distribution System (CEDIS) plans to invest more than €250 million by 2029 to modernize its grid, improve service reliability and enable new customer connections.
About €121 million of this funding will come from favorable loans provided by international financial institutions, including the European Bank for Reconstruction and Development (EBRD), the World Bank, KfW, and the French Development Agency (AFD).
The main projects focus on improving energy efficiency, strengthening infrastructure, and reducing losses.
With a €35 million EBRD loan, CEDIS will implement advanced SCADA and ADMS systems and install modern smart meters. The World Bank’s €21 million financing will fund the replacement of seven 35 kV substations and 37 transformers with more efficient models.
Additionally, a €30 million KfW project, supported by an EFSD+ guarantee, aims to replace old substations with eco-design transformers, improving network stability and reducing energy losses.
Meanwhile, a €35 million AFD project will modernize six 35 kV facilities and 250 distribution substations across the country.
These initiatives reflect CEDIS’s strong commitment to energy transition, service reliability, and aligning its operations with European green policy goals.
