The International Finance Corporation (IFC), a member of the World Bank Group, has expressed serious concern over the decision of Montenegro’s Tender Commission to reject the technical offer of one of the bidders in the airport concession process without providing any explanation.
In a letter addressed to Tender Commission President and Deputy Prime Minister for Economic Affairs, Nik Đeljošaj, and shared with Prime Minister Milojko Spajić and other key government officials, the IFC stated that both bids were deemed compliant with tender criteria by an independent international technical consultant. Despite this, the Commission rejected one offer during sessions held on June 5 and 6, without offering a technical rationale.
The IFC emphasized that this lack of explanation undermines the transparency and credibility of the entire process. Without clear and documented justification, IFC cannot confirm the decision was made in line with the tender rules, and warned it may have to withdraw from its advisory role if the issue is not clarified.
The Ministry of Finance noted that the consultant’s concerns contradict public statements made by Đeljošaj, who had claimed that IFC remains a partner on the project. The Ministry added that several government representatives had challenged the Commission’s conduct, reinforcing doubts about the legitimacy of the process surrounding one of Montenegro’s most significant infrastructure projects.
