Amendments to the Spatial Urban Plan (SPA) of the Municipality of Herceg Novi, which is awaiting adoption, as pointed out by the consultant for architecture and urbanism in the Agency for Construction and Development of the City and the head of the municipal commission for the procedure for adopting the SPA, Ranko Kovačević, will open up the possibility of building on 300 hectares of the area of the municipality.
The valorization of this space, as he emphasizes, opens up a chance for investments with a total value of EUR 1.2 billion.
– It is a huge area, because we gave everyone a chance. One hectare has 10,000 square meters, and if the built-up ratio is 0.8, then 8,000 square meters of space can be built on 10,000 square meters. If each square costs 500 EUR, and that is a modest price for a square of finished space, it means that four million are needed to invest in one hectare, in order to build a certain number of houses, buildings, without infrastructure, connections, roads, electricity, water, etc. There is an opportunity to realize a total investment of EUR 1.2 billion on 300 hectares. Through the plan, we gave a chance for investment, construction and solving the life issues of citizens – says Kovačević.
After the recently concluded public debate on the draft amendments to the Spatial Plan of the Municipality of Herceg Novi, work is being done on harmonizing and consolidating citizens’ remarks and suggestions on certain planning solutions. All received objections are processed and forwarded to the competent institutions.
– The procedure is such that the remarks go to the Ministry of Ecology, Spatial Planning and Urbanism, which they record and send to us, to consider and look at the possibilities. We send the answers to what is acceptable, what is partially or not acceptable from the objections presented, to the ministry again, where the Audit Council checks whether it is correct from the expert’s point of view. When we determine what is acceptable, we change the Draft and turn the Draft into a Plan Proposal. It goes again for approval by various institutions and the Audit Council, and when all that passes, it is then adopted by the Government of Montenegro – explained Kovačević.
He expects that by July, guidelines for certain locations will be drawn up based on accepted objections and a basic planning proposal will be drawn up, while the final adoption of the Plan is expected in September.
– This proposal is given to those who plan traffic, electric power, water supply, sewage, electronic communications, and according to the corrected plan, they will make corrections to the infrastructure and make certain guidelines for the detailed elaboration of the locations, which is again submitted to the ministry to obtain the consent of public companies and institutions , which we expect to be by the end of July. In August, there are collective annual, we will have a break that can be used to correct some other things. We expect that everything will be adopted in September and that the Government will finally pass the Amendments and Supplements to the PUP for the Municipality of Herceg Novi – Kovačević is convinced.

The PUP should compensate for the period of six years when no planning document was prepared.
– The goal is to replace the detailed plans with the amendments to the PUP, so that citizens can have construction and this plan opens up the possibility of solving business, housing and other issues, which now does not exist in half of the settlements from Sutorina to Kamenari. The plan will provide the basics so that people from the Secretariat for Spatial Planning and Construction could complete the legalization procedures – said Kovačević, adding that the planned local bypass would relieve the city and connect settlements.
He also points out that this plan does not imply the project of the state road, on the route from Debeli Brijeg to Verige, but that it is the subject of a state project. As he stated, the best solution would be for the state to buy that corridor.
